The Proposed New Facility

The proposed new facility will allow Shintech to begin producing some of its own raw materials. Historically, Shintech has manufactured only polyvinyl chloride (PVC). With the new investment, Shintech is proposing to build and operate its first integrated complex. Anticipated annual production capacity of the new facility includes 1 billion pounds of chlorine, 1.1 billion pounds of caustic soda and 1.65 billion pounds of vinyl chloride monomer (VCM).

Shintech currently produces 1.1 billion pounds of PVC annually at its existing Addis, La. facility. The additional raw material supply will allow Shintech to expand its annual PVC capacity in Louisiana by 1.3 billion pounds.

Safety

Shintech has a proven record of being a good neighbor by operating its facilities safely and responsibly. We have operated our Texas facility since 1974 with an outstanding safety and environmental record. Also, our Addis facility has operated with no lost-time accidents and emissions have only been 33 percent of what the permits allow. That record is a tribute to Shintech employees' dedication and focus on safe operations and reliably designed plants.

Our proposed new manufacturing facility will employ state-of-the-art environmental technologies and be subject to the most stringent environmental controls in the country.

To ensure the safety of the environment, the community and our employees, as part of the permitting process, Shintech is preparing the following pollution control plans:

Permitting and Construction

Shintech began construction of its new Plaquemine manufacturing facility in October 2005. Construction is progressing, although the post-Katrina market has presented its share of challenges. Taking into account some of these delays, we are targeting 3rd quarter 2007 for construction to be complete. Please know that we are appreciative of everyone's support during our progress.
